Tomas has studied at Vilniaus universitetas / Vilnius University in History between 1997 and 2002, then at M. Romerio university in Law and management between 2011 and 2013, then at Vilnius Police School of the Ministry of the Interior of the Republic of Lithuania in Law Enforcement between 1995 and 1997.

Tomas worked for JSC "Lithuanian Railways" as Head of Corporate Security Unit, Prevention Department between May 2017 and Mar 2019, for Government of the Republic of Lithuania as Minister of Interior between Apr 2016 and Dec 2016, for Ministry of Interior as Director of the Public Security Policy Department between Oct 2003 and Apr 2016, for Police Department under the Ministry of the Interior as Police Officer between 1996 and 2003.
