Luis has studied at The University of Texas at Austin in City/Urban, Community and Regional Planning between 1995 and 1997, then at Markham College between 1983 and 1987.

Luis worked for City of Arlington as Zoning Board of Adjustment between 2008 and 2012, for J-Quad & Associates as Project Manager between Jan 2005 and Jun 2007, for City of Arlington, TX as Senior Planner between 2000 and 2005.
