Liviu has studied at in Electronics and Telecommunications between 1983 and 1988, then at Liceul A. T. Laurian Botosani in Maths-Physics between 1978 and 1982, then at Institutul Politehnic "Gh. Asachi" Iasi.

Liviu worked for Level 3 Communications as Senior Functional Analyst between 2000 and Nov 2017, for NOVASAT SRL, Botosani as Technical Director between 1999 and 2000, for SOMAX SRL, Botosani as Technical Director between 1994 and 1999, for IMSAT SA Bucharest, Romania as Telecomunications Engineer between 1988 and 1994.
