Elizabeth worked for USAID as Senior Adviser, Global Health Bureau between 1996 and Jun 2019, for United States Information Agency as Manager of Strategic Planning, Bureau of Broadcasting, United States Information Agency, USIA between 1993 and 1995, for USIA as Communication and Media Research Analyst, Office of Research, USIA between 1989 and 1993, for International Development Research Centre (IDRC) as Director, Southern Cone Office and Representative Social Sciences Division for Latin America between 1975 and 1984.
