Bill has studied at University of Florida in Civil Engineering between 1992 and 1993, then at United States Naval Academy in Aerospace, Aeronautical and Astronautical Engineering between 1977 and 1981.

Bill worked for National as Physical Plant Director between Apr 2002 and Jan 2007, for LTV Steel as Dir of Maintenance at #2 Finishing between 1998 and 2002.
